General Purpose                                                
Under general supervision by the City Manager, the Director of Parks and Recreation will provide oversight and management for an extensive Parks and Recreation Program. The position is responsible for day to day operation of services provided in City parks. To coordinate, promote, and implement events to be hosted by the Glen Maury Park and other community oriented events. Also provides customer service for an extensive number of guests. This position is a salaried position thus is Fair Labor Stands Act (FLSA) exempt. Department Head positions with Buena Vista require residency in the city unless waived by the City Manage

Distinguishing Features of the Position
Depending on the specific functional event or assignment, the job will include working some evenings, weekend hours, and working some holidays. In addition, the position may be subject to being called back to work occasionally.

  • Designs, implements, plans, organizes, promotes, supervises and manages all aspects of recreational and community sponsored events and programs and/or improvements for the overall operation for the parks.
  • Evaluates and approves proposals and contracts and negotiates fee’s associated with park events that are hosted at Glen Maury Park.
  • Monitors programs in progress and/or facility operations; evaluates programs for overall effectiveness and/or efficiency of facility operations; implements needed changes.
  • Coordinates and schedules all park maintenance and improvements with the Director of Public Works and volunteer groups.
  • Promotion of Glen Maury Park, with creativity that builds upon patronage and creates new venues that enhance the parks resources and overall recreational and cultural experiences.
  • Participates or leads the planning of special events; works at the special events as required.
  • Creates edits marketing materials such as flyers, brochures, poster advertisements for distribution. Appears on local or regional media sources for interviews and public relations updates.
  • Maintains or updates websites or web pages relating to various Parks , Recreation and Tourism programs. Works as a partner with regional tourism and chamber organizations on coordinating and promoting events.
  • Respond to public inquiries on the telephone and in person, for a great variety of Park and Recreation services and activities. Provide information and assistance to the public in a courteous and sensitive manner. Resolve complaints within the scope of information and authority, referring questions to others as appropriate.
  • Manage all details associated with rental of shelters, fields, camp sites ect., including scheduling and making arrangements, such as permits, custodial services, and rental of supplies and equipment.
  • Maintain detailed accounting of expenditures, prepare requisitions and purchase orders, verify invoices, and order supplies and equipment.
  • Assist in the preparation of the departmental budget, prepare expenditure estimates, gather and organize supporting data. This includes Capital Improvement Planning for park facilities.
  • Prepare a schedule of events that will serve the citizens of Buena Vista as well as guests of the park with a memorable visit.

Minimum / Preferred Qualifications
Education / Experience

  • Bachelors Degree in Public Administration, Business, Parks and Recreation Administration, or accepted alternative.
  • Experience in Business and/or Public Management with an emphasis on Parks and Recreation; Principles and practices of Parks and Recreation administration including park development, planning, and alternative financing strategies necessary knowledge, skills and abilities
  • Knowledge of federal, state and local programs and opportunities to cooperatively develop and enhance the Parks and Recreation program for Buena Vista.
  • Principles and practices of drafting agreements, negotiation of contracts and supervision of contracts.
  • Business and administrative computer applications related to the work.
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
  • Making effective presentations to the City Council, commissions, community   and   business organizations and other stakeholders regarding these issues.
  • Preparing accurate and effective reports, policies, procedures and other written materials.
  • Planning, organizing, coordinating and administering comprehensive and coordinated programs.
  • Basic program management, budgeting and supervisory techniques.
  • Identifying and implementing appropriate funding resources and strategies.
  • Planning, directing and reviewing the work of staff

Work Environment
The work involves an indoor office setting. Some of the work is done at indoor and outdoor facilities, events, and locations throughout the City. Performance of these functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, variations of temperature, fumes, smoke, domestic/wild animals, machinery, water hazards, violence and irate/ride customers.    Work must often be performed in crowded or noisy public facilities, with frequent interruptions and competing requests for service or attention. Competing priorities and strict deadlines are constant factors that require planning, organization, delegation, and effective time management. Incumbent may be required to work evenings, weekends, holidays, or flexible/irregular schedules. Incumbent may also be required to travel regionally and on occasion outside of the Commonwealth of Virginia.

Job Description
General Purpose
Performs difficult professional and administrative work in developing and directing the business and industrial development activity for the City of Buena Vista. Tourism and Marketing is a critical component of this position. Work is performed under supervision of the City Manager. This is a salaried position and thus Fair Labor Standards Act (FLSA), exempt. Department Heads are required to reside in the City Limits of Buena Vista unless waived by the City Manager.

Example of Economic Development Duties
Planning, developing, initiating and directing business and industrial development programs and services; assisting existing and potential businesses and industries; overseeing the preparation and maintenance of promotional materials, files and records and assists the City Manager and City Council with special projects.

  • Initiates and develops and maintains programs to encourage business and industry to locate and retain their location in the City.
  • Prepares brochures for distribution to interested business and industrial firms.
  • Develops and administers a program of researching, collecting and furnishing information and materials on the City’s location factors to business firms and companies seeking to locate in the City.
  • Coordinates the marketing of industrial sites and liaises with engineers, contractors, City officials and business executives.
  • Coordinates with neighboring jurisdictions on marketing and developing projects.
  • Works with engineers, architects and planners to acquire and develop parks, sites and buildings.
  • Visits prospects and promotes relocation programs.
  • Visits existing industries and hears and assists with operational concerns and opportunities.
  • Develops good relations between the City and the business community with other business and promotion agencies and with the media and general public.

Minimum Preferred Qualifications

  • Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in public administration or business administration or related field and considerable professional experience in economic development activities, marketing, public relations, tourism and event management; seven to ten years related experience and/or training in economic development, project management and in working with the business community.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical information and deal with several abstract and concrete variables. Ability to formulate a vision and develop practical courses of action to accomplish goals. Ability to develop marketing materials and manage tasks. Ability to identify key stakeholders and create teams to solve complex issues. Ability to think strategically.

STREET SUPERVISOR – Street Maintenance and Operations

The City of Buena Vista is accepting applications for the position of “Street Supervisor”. This position is responsible for complete oversight of the City’s Street Maintenance Division and all associated programs including VDOT street maintenance and paving program, leaf collection, snow removal, drainage, sidewalks, curb and gutters, special events, street lights, signage, and more. This individual is responsible for tracking all related Street Division work and budget expenditures and required VDOT reporting. The Streets Supervisor is part of the Public Works Management Team. This position oversees both full-time and part-time staff. Position requires employee to be on-call and work weekends and holidays on occasion as needed.


Applicant must possess a minimum of a high school diploma and 5 years of experience in fields providing the required knowledge, skills, and abilities such as construction, maintenance, and repair of City streets and associated with such positions as construction superintendent of street maintenance. Candidates with a minimum of 3 years of experience and college degrees in engineering, construction and business will be preferred. Experience with VDOT program is a plus. Possession of a valid driver’s license issued by the Commonwealth of Virginia is required. Successful candidate will be required to obtain required certification for traffic control and work zone safety and CDL. Must be computer literate and able to use Microsoft Office Excel, Word and Access programs. Must be able to learn new software for work order management etc. as required by the Director. Salary $40,000 – $48,000.
